At the request of the city's mayor, a new cross-town route called the 'Beacon Hill Parkway' was built to be an extension of Superior Street from the Parliament Buildings through the north end of the park to Heywood Avenue. It was hoped that the new road would reduce traffic on both Douglas and Blanshard Street by providing an alternate route for government employees at the Parliament buildings who lived east of Cook Street. It was part of a Beautification Project, took six months to build and cost the City of Victoria $40,000 in grant money (just over $400,000 today).
